Protesters at the upcoming 2022 World Cup in Qatar could face up to five years in prison and fines of up to 100,000 Qatari riyals (approximately $25,000). It’s scary stuff all around, and it’s almost a guarantee that foreign nationals will remain silent this fall. (Unsurprisingly, FIFA has stopped short of guaranteeing protesters’ safety.)
